EN 15085 Procedures

The application submitted to the TÜRCERT Certification Department is priced in accordance with the Industrial Services Pricing Procedure and is converted into a contract according to the Receiving and Evaluation of Applications and the Proposal Contract Procedure.

Establishing the Audit Team

The audit team is qualified by the Technical Manager according to the Qualification Procedure and registered in the Audit Personnel List, the lead auditor (who may also go to the audit alone if he is a technical expert); the technical expert is selected to create a plan appropriate to the audit period and is appointed by the Audit Team and Committee Appointment Form. In case of any objection from the audit team to the auditor appointments, the Audit Team and Committee Appointment Form are noted and a new audit team is appointed by the Technical Manager.

Preparation of Audit Plan

Audit plan; It is formed by the chief auditor considering the field and personnel conditions of the company and transmitted to the company. The chief auditor requests the approval of the audit team and the plan from the company with the plan, and in case the approval is not given, it communicates the situation together with the reasons to the Technical Manager. The Technical Manager may change the audit team with due consideration.

First Certification Audit

The audit is carried out at the time and address specified in the audit plan, with the participation of company representatives, in accordance with the requirements of EN15085-15085 Certification Instruction on the Certification Checklist of 2 Railways Vehicles and Components. EN 15085-2 Article 6 meets the requirements of certification. EN 15085-2 When questioning Article 6, the requirements in EN 15085-2 clause 5 are also observed. In this context;

  • An interview to measure the technical knowledge of the resource coordination personnel in accordance with the EN 14731 standard (an exam may be applied if necessary)
  • Evaluation of conformity of welder and welding operators,
  • Evaluation of conformity of welding procedure specification approvals (PQR),
  • Conformity assessment of additional production tests under EN 15085-4,
  • Conformity assessment of technical requirements and welded manufacturing
  • If there is another site for welded manufacturing, inspection of the site,
  • Conformity assessment of welded manufacturing quality levels is performed.

The scope requested by the company is recorded with the Document Scope form. The customer is signed and approved by the company and TURCERT. When making the certification decision, the Committee evaluates this scope.

As a result of the audit, minor nonconformities, major nonconformities, positive findings and observations are determined. These findings are recorded in the Nonconformity Report.

P (Positive Findings); Positive issues identified in the system

BU (Major / Major Nonconformities); A situation in which any of the standard or regulatory requirements or subheadings that may affect the continuous application of the overall system and / or adversely affect the fulfillment of the service or product provided to the customer under the desired conditions is not adequately defined and / or applied systematically.

KU (Minor / Minor Nonconformities); Non-systematic deviations from standard requirements and / or company documentation requirements that do not affect the overall system.

G (Observations); It is called determinations that cannot be directly associated with standard or customer documentation but which can be turned into a minor if its action is not taken.

 

The closing period for the detected nonconformities is 90 days for major and minor nonconformities in the first certification, and 60 days for surveillance and recertification audits. Follow-up audit is required for major nonconformities. However, according to the decision that can be made by the audit team, even if the nonconformity is major, the necessity of follow-up audit may be removed in some cases (in case of nonconformities that can be corrected with the document). If the follow-up audit is not deemed necessary by the audit team regarding minor nonconformities, the corrective action evidence is sent to the lead auditor within the specified period by the company. If a follow-up audit decision is made, a follow-up audit is planned as of the date the producer reports that it has closed the relevant nonconformities. Follow-up audits must be carried out within non-compliance closing periods (90 - 60 days).

Observations detected during the audit are reviewed again at the next audit. Measures related to the observed observations are taken and if the system is improved, it shall be indicated in the report. If no measures have been taken regarding the observations and there are defects that affect the operation of the system, they are reported as minor / major nonconformities according to the decision of the audit team.

Inspection Inspections

These are the periodic audits performed by TÜRCERT to verify that the certified company continues to comply with the certification requirements. Supervision audits are performed at maximum 12 monthly periods with reference to the date of publication of the document.

 If the surveillance inspections cannot be carried out within 12 months from the date of publication of the document, the certificate of the company loses its validity as of the expiry of the 12 monthly period. The certificate of the company is suspended.

Surveillance audits should include the following points.

  1. a) Verification of the activities carried out for the nonconformities identified in the previous audit
  2. b) Complaints
  3. c) Progress of planned activities aimed at continuous improvement
  4. d) Review of changes
  5. e) Use of marks or other references to certification
  6. f) Whether there is a change in the technical documentation
  7. g) Examination of the specific requirements of the standard,
  8. h) Control of continuity of process and service conditions

At the request of the firm, the supervision period may be determined as shorter than 12 months.

Provision of postponement requests from the institutions for surveillance supervision shall be evaluated by the Technical Manager and provided for temporary situations (eg Fair, Conference, Business Trip, Intensive)

Workload, Temporary Health Problems, Temporary Production and Service Downtime) can be postponed for up to three months. The postponement request is received in writing (e-mail or fax).

The Technical Manager regarding the surveillance audits shall contact the company regarding the surveillance audit at least 3 months before the expiration of the validity period, with reference to the surveillance period specified in the contract. The audit, reporting and closing and monitoring of nonconformities are carried out as in the certification audit.

On-site verification of nonconformities identified in the previous audit and closed without on-site verification, control of brand and certificate usage is performed during the surveillance audit. If any non-compliance (unclosed) non-compliance from the previous audit is found as a result of on-site verification, the audit team will consider the non-compliance as a major non-compliance in the Non-compliance Report and the company will be left to the follow-up audit for non-compliance.

The final decision regarding the continuation of the certificate belongs to the decision maker as in the certification audit. If the nonconformities cannot be closed before the specified dates, the certificate of the company is suspended. The company is notified in writing. The validity of the documents of the companies that have closed all nonconformities before the specified dates is decided by the decision maker.

Follow-up Audits

The reasons for suspending the company's certificate are carried out in order to determine whether major nonconformities and minor nonconformities that arise during certification, surveillance and change audits are eliminated and corrective actions are implemented effectively.

If a follow-up audit is performed after the audit, the audit may be performed as a full audit. Follow-up audits are performed by the audit team, which performs the actual audit, unless otherwise required (illness, death, conditions that may affect impartiality, etc.).

Follow-up audit activity is carried out on a scheduled date jointly with the company following the corrections specified in the Evaluation and Action report. If the company cannot complete the preparations for the follow-up audit and / or prove that it has resolved the nonconformities during the follow-up audit, the application or certificate of the company is canceled. For inspections carried out less than 30 days before the expiry of the validity period, the non-conformance closure period shall be given until at least 7 days before the validity period of the document. This period is necessary for the committee to convene and complete its investigations. If there is any nonconformity that cannot be closed within this period, the certificate of the company is canceled. After the nonconformities are verified by the lead auditor, the audit file is sent to the certification committee.

Special Inspections:

Change audits,

These are the audits performed to control changes such as Change of Company Title, Change of Company Product Scope, Change of Company Address and Branches.

Change requests are received from the companies in writing with the certification change form, the decision is made by the Decision-Maker whether to conduct a document review or field audit and is noted on the form. Whether or not the field audit is required is determined by the Decision-maker depending on the new scope requested and the content of the scope owned. If it is deemed necessary to inspect the site conditions according to the requested scope, a decision is made to conduct a field audit. In scope change and address change audits, besides document review, field audit is performed within the required time depending on the scope and production location and it is recorded with the relevant audit report.

If the documents and audit report are deemed appropriate by the decision maker, changes are made and noted on the certification change form. The new document is issued and delivered to the company. If the certification change is not deemed appropriate, the company shall be notified in writing. In case of document changes, the validity period of the company does not change.

Short Notice Audits

In the case of complaints involving objective evidence for the firm, the Technical Manager may decide to conduct an unusual audit by contacting the firm even though it is not in the program. In such audits, the company shall be notified a period of time (up to 1 days in advance) that will not allow the company to change the current situation and the audit shall be carried out.

When appointing the audit team to perform the audit, the Technical Manager appoints an audit team that is different from the previous audit team and is capable of interpreting the complaint. If the subject of the complaint is related to the previous audit team, a different team is assigned. If the company does not accept the audit, its certificate is suspended and the company is notified in writing. TÜRCERT stated in the contract signed before the service to the company that it can take this decision.certificationIf there is no nonconformity as a result of the audit or the nonconformities found are closed within the specified period, a certificate is issued to the company in accordance with the Certificate and Reporting Procedure.
